The Cost of Social Housing Development
This paper asks why does it cost so much to build a grant-funded housing association general needs home? The paper draws on secondary evidence, interviews with key players n housing development, compares the Scottish situation with that in England and looks at some case studies of innovative practice in Scotland. The authors conclude that the state of the market (particularly land) as well as long term policy evolution, plus the relative small size of developing housing associations are important parts of the explanation.
