Abstract
 
This talk will discuss three implementation mechanisms for Chinese social organizations’ credit building under Party building guidance (党建引领下社会组织信用建设). Since 2015 when the Central Committee General Office issued the "Opinions on Strengthening the Party Building Work of Social Organizations (Trial)", achieving the Party's "double coverage" – both work and organizational coverage – within social organizations has become a mandatory task. Consequently, various tasks within social organizations have come under the guidance of “Party building,” and credit building is no exception. Credit building is an area of relative weakness for social organizations. China is still in the process of establishing the relevant systems and indicator systems for social organization credit. The Ministry of Civil Affairs, for instance, issued the "Measures for the Administration of Credit Information of Social Organizations" in 2018, and the "Beijing Measures for Credit Supervision of Social Organizations (Trial)" in 2023. Based on observations and interviews with social organizations under these institutional requirements, this talk will argue that social organizations primarily carry out their credit building through three mechanisms. These mechanisms are: the goal displacement mechanism of Party building for credit building; the written-orientation mechanism in the process of credit building; and the bottom-line normative mechanism for credit building goals.
 
Bio
 
Dr Qi Nie is an associate professor at the School of Political Science and Law, Capital Normal University. She is currently a visiting scholar at the School of Social&Political sciences, University of Glasgow. Her research focuses on social policy, especially social assistance policy and on charity and social organizations. She also has significant practical experience of evaluating social organizations in Beijing, giving her a valuable window onto the work of such organizations. Dr Nie has recently published a book titled “Research on the Linkage Mechanism and Promotion Strategies of Charity and Social Assistance” (People's Publishing House, June 2024).
