DUARTE BUÉ ALVES was born in Lisbon, Portugal, in 1974. He graduated from the Lisbon Law School in 1997 and received a LLM on European Studies from the Portuguese Catholic University in 2000.
He joined the Portuguese Ministry of Foreign Affairs in 1999. In 2004, he was posted at the Portuguese Embassy in Luanda, Angola, and in 2006 he took up the role of Deputy Head of Mission and Head of the Consular Section at the Portuguese Embassy, in Brussels. In 2010, Duarte Bué Alves moved to the Embassy in Tokyo, Japan, where, among other responsibilities, he was also Consul. In 2011, he returned to Lisbon as Head of Cabinet and senior diplomatic adviser to the Minister for Agriculture and Sea. He was also the Minister’s Sherpa for the Strategic Council for Open Economy. Between 2015 and 2016, he acted as chargé de mission for the opening the new Consulate General of Portugal in Guangzhou, China. In 2016, Duarte Bué Alves was appointed as Head of Unit for Transnational Threats at the Ministry of Foreign Affairs. Between 2017 and 2021, he served as Deputy Permanent Representative to the OECD, in Paris. Since September 2021, Duarte Bué Alves is the Consul General of Portugal in Manchester, UK.
He was external adviser to the United Nations Secretary-General’s Special Envoy to the Ocean, Peter Thomson, between 2018 and 2022.
Duarte Bué Alves has authored several articles and three books on international affairs, with a particular focus on the ocean. He speaks Portuguese (mother tongue), English, French, Italian and Spanish.
