Informing and influencing enterprise policy: Building an impact case study

Norin Arshed is a Professor of Entrepreneurship and Associate Dean of Research in the School of Business at the University of Dundee. Norin’s work focuses on the process of enterprise policy – the formulation, implementation, and exploitation of the policy. Her work also explores women’s enterprise policy, scale-ups, the entrepreneurial ecosystem and contextual entrepreneurship. Norin’s research has been published in Entrepreneurship Theory and Practice, Regional Studies, International Small Business Journal, Small Business Economics and International Journal Management Reviews. Her external roles include an appointment as an Independent Government Advisor to the Scottish Government’s Minister of Business, Fair Skills and Work, Scottish Parliament Fellow, a subject expert on the Peer Review Group at the Department for Business, Energy & Industrial Strategy, Research Director of Innovation and Entrepreneurship for 89Initiative (London School of Economics think tank), Impact Assessor for REF 2021 Sub-panel 17: Business and Management Studies and Advisory Board member for the Innovation Caucus (ESRC and Innovate UK)

Abstract

During this session, Professor Arshed will briefly outline some of the research that led to her producing an impact case study for REF2021. This work explored how and when individual stakeholders evaluated and influenced the legitimacy of women’s enterprise policy and, along with further work, resulted in changes in enterprise policy in Scotland. Alongside being appointed as an Impact Assessor for REF 2021 Sub-panel 17: Business and Management Studies, her experience of writing an impact case study has enabled her to better understand the nature of impact and help colleagues understand and produce better impact cases for the future.
