Assessment of the spending plans of the major political parties for the Scottish Parliamentary Elections
The Centre for Public Policy for Regions has for the past two weeks been engaged in assessing the spending plans of the main political parties for the Scottish Parliamentary Elections, as set out in their 2007 manifestos.
The CPPR has engaged independent consultant Jo Armstrong who has provided us with an assessment of the baseline budget for Scotland for 2007/08, together with how the budget is likely to increase in real terms between this baseline and 2010/11 (using Scottish Executive figures and announcements made by HM Treasury, particularly the Budget 2007).
This provides the amount of uncommitted monies that are available to an incoming administration in Scotland.
In addition, Jo Armstrong and other members of CPPR have been through the spending commitments made in each manifesto, obtained estimates of how much is needed, consulted with the political parties, and for each party drawn up an assessment of what can be afforded and the existence of any funding gap.
