Tuition Fees for Members of Staff

These notes provide general guidance on the arrangements for payment of tuition fees for members of staff undertaking taught courses and research degrees. Potential applicants should consult their Head of School/University Services Head of Division for advice on any School/Division specific rules and procedures. PGR applicants should consult with their College Graduate School to check if any separate local arrangements apply.

The guidance set out in paragraphs 1, 2 and 3 applies to both taught courses and research degrees.

1.1 With effect from 1 August 2004 the following tuition fee arrangements will apply to eligible members of staff undertaking part-time study, irrespective of their category, grade, source, of funding or contractual hours.

1.2 The appropriateness of the individual's development needs will be jointly identified between the member of staff and his/her line manager either at commencement of employment, and/or during the regular performance and development review process.

1.3 In considering applications for fee sponsorship, priorities will be determined in accordance with the relevance of study to strategic priorities within School/Resource Units.

1.4 The cost of the Staff Research Scholarships and fee sponsorship will be met from a School/University Services Divisional budget. Applicants should therefore note that access to the provisions of this Policy will be limited by the availability of budget funding. Where resources in the relevant budget account are exhausted, the School/RI/Service may decide whether the relevant fee can be met from alternative sources.

1.5 Applications will be required on an annual basis. Approval will normally be granted for the full duration of study, subject to satisfactory annual reports on progress and continued affordability.

2.1 Eligible staff will be those who, at the time of the commencement of the programme of study, are employed by the University and hold a contract of employment which extends for at least six months. Embedded MRC Units are incorporated in these provisions.

In the event of a resignation or termination of the contract (including the non-renewal of a temporary contract) either during or within three years of the completion of the relevant course or programme of study, the claimant undertakes to make repayment of fee sponsorship as follows:

  • Within a period of 1 year – 100%
  • After one year but within three years: repayment of the full amount received, less 1/36th of this amount for each calendar month of service.

2.2 Honorary status; people paid on an hourly basis through the fees payroll; are not eligible for fee waivers.

2.3 Fee sponsorship will not be approved for staff on posts funded by research grants where the grant awarding body routinely makes available provision for tuition fee costs.

3.1 A pro forma is to be completed by all applicants and submitted in the first instance to their Head of School/RI/Service or designated nominee. This must be done at the same time as applying for admission to the chosen programme of study and normally no later than 31 December in any academic year.

3.2 The Head of School/RI/Service must satisfy him/herself that the proposed programme of study is relevant to the duties of an individual; likely to enhance their performance of the post; and is consistent with the strategic priorities of the College/Resource Unit.

3.3 Arrangements for approval and payment via MyCampus will be dealt with directly by the School/University Services Division. Once the application has been approved it should be passed to the relevant Financial Aid Administrator in the College/US Division to apply the financial aid to the student MyCampus account.

4.1.1 Where the Head of School/RI/Service is satisfied that the application meets the criteria set out at 3.2 above, s/he will confirm that the whole tuition fee should be met from the relevant budget.

4.1.2 Where the application meets the criteria at 3.2 above, but where there is no University Course provision, the Head of School/RI/Service may recommend that the College/University Services Division should make a contribution to the fees for an external course. (Any contribution towards fees will normally include provision for a recoup of fees if the member of staff leaves the University within a defined period of time.)

4.1.3.Whether or not the University is meeting the fees in full or part, members of staff registered for programmes of study will themselves be required to meet the cost of:

  • Fees for re-sits.
  • Book/software/hardware purchases (unless the Head of School/RI/Service is prepared to allocate School/RI/Service resources to their purchase, in which case the book/software/hardware will become the property of the University).
  • Associated summer (or other) school (where it will be at the discretion of the Head of School/RI/Service as to whether any associated expenses should be met from School/RI/Service resources).

4.2.1.Eligible programmes of study will normally mean taught part-time undergraduate and postgraduate certificates, diplomas and degrees.

4.2.2. The following will be excluded from these arrangements:

  • Non-credit-bearing courses provided by the School of Education.
  • Fees for trainee technicians, modern apprentices, etc, consideration for which may be met from the relevant centrally held training budgets maintained by the UTS section of the HR Service.

4.2.3. Any queries or disputes concerning eligibility in terms of staff status or the relevance of a course to a post holder should be raised with the appropriate Human Resources Manager. The final decision on an application will lie with the Head of School/Head of University Services Division or Head of Graduate School, as appropriate, following consultation with the Human Resources Service.

4.3 1 A member of staff registered for a programme of study for which the University is meeting the fees may be granted time off with pay to attend courses up to a maximum of 10 FTE days in any twelve month period (and excluding repeat years), normally running from 1 October to 30 September. Any period in excess of this will be taken as annual leave. Where the University is meeting the fees, staff will also be granted up to one day's paid leave per examination, plus up to one day's paid revision leave per examination, as appropriate to the circumstances of the examination, and as agreed with the Head of School/RI/Service.

4.3.2 It is expected that members of staff, whether paying the fees themselves or supported by the School/RI/Service, will seek always to accommodate the operational exigencies of the School/RI/Service.

5. Research degrees

5. Research degrees

5.1. Subject to the availability of budget funding, members of the University's academic and research staff registered for a research degree of the University by part-time study may be awarded a University of Glasgow Staff Research Scholarship. This will cover all tuition fees payable during the normal period of registration for the research degree.

5.2 Staff Research Scholarships will also be available to other categories of staff for work-related research, subject to the approval of their Head of School/RI/Service.

5.3 Submission Fee - The annual matriculation fee is included in the tuition fee which will be covered by the scholarship. The member of staff will be responsible for payment of the fee due on submission of the thesis, and for any re-submission fee.
