Job purpose

At the University of Glasgow, we are delivering transformation and investment on a huge scale. The Central Procurement team have an exciting opportunity for a forward looking, commercially driven Category Manager with experience of best-in-class procurement processes and procedures driven via an ERP solution.

This role will be firmly embedded in our ERP replacement project and will help shape the future of our procurement processes and how these are embedded in the ERP, with the expectation that the role will then convert to a BAU category manager role upon project completion.

The University procures circa £400m worth of goods and services from external providers each year. Procurement's role is to provide professional, qualified procurement expertise and service for all spend with external suppliers in compliance with legislation, EU regulations, Public Contracts [Scotland] Regulations 2015, Procurement Reform Act 2014 and Procurement [Scotland] Regulations 2016.

Main duties & responsibilities

  • Manage the design and development of the Institutional Procurement requirements for delivery via our Enterprise Resource Planning (ERP) project.
  • Responsible for the strategic and long-term value proposition development of Procurement modules and toolkits within the university’s ERP system in consultation and collaboration with the Director and Deputy Director of Procurement. Having a breadth and depth of IT Category Management knowledge.
  • Positive engagement and collaborative working within the EPR Project team and wider institutional stakeholders.
  • Undertake a review of the offline Procurement reporting requirements and provide recommendations for integration within the new ERP solution.
  • Supporting the creation of key performance measurement targets for successful implementation and ongoing measurement and management of the new ERP solution.
  • Effective collaboration with Procurement Centre's of Expertise for Higher Education [APUC Advanced Procurement for Universities and Colleges] and Central Government [Scottish Procurement] as required. Participate in the User Intelligence Group to set strategy and parameters for the HE and FE sector. Provide data through APUC for central government on Best Practice Indicators, Value Measurement and Procurement and Commercial Improvement Programme (PCIP). Integrate HE national and regional agreements for use by university buyers. Support key budget holders in area of responsibility, to ensure contractual agreements are in place to support all spend.
  • To pro-actively take responsibility for identifying new procurement opportunities within the University through financial analysis and interpreting and assessing client’s needs, and to progress those opportunities by applying professional procurement techniques. Create category strategy reports for area of responsibility. Effective engagement with all University key stakeholders, co-ordinate and manage all Tenders, aligned with the Procurement Policy.
  • To provide professional, qualified procurement expertise, advice and services for all spend with external suppliers within area of responsibility, in compliance the Public Contract [Scotland] 2015 Regulations, the Procurement Reform Act 2014, the Procurement [Scotland] Regulation 2016 and any other EU Directives. Issue all Tenders through the Scottish Government Public Contracts Scotland or Public Contracts Scotland - Tender, wherever is appropriate. Provide professional Procurement guidance and advice throughout the tendering activity and drive the Tendering process to completion in a timely manner.
  • Embed sustainable practices and procedures to identify high sustainable risk categories, utilising the sustainability risk prioritisation tool [Marrakech]. The high-risk categories are then investigated using the DEFRA analysis tool. Thereafter Suppliers identified within these categories are measured and monitored through the Chartered Institute of Procurement and Supply [CIPS] Sustainability Index. Sustainability is a part of University's Procurement Policy and incorporated into all procurement and supply chain activities including tendering and contract procedures.
  • Research buyer requirements across campus so that central contracts can be placed to meet general requirements. Analyse spend on Agresso finance system to ensure compliance to Procurement policy. Develop, create and communicate to key stakeholders spend reports for area of responsibility. Identify corrective action plans as required.
  • Monitor guidance on tender and contract terms and conditions and integrate legal changes into all tendering documentation, so that the University complies with legal obligations. Provide reports as required, such as FOI, Audit or ad hoc reports on policies as required. Positive contribution to the creation, development and monitoring of the Procurement key performance indicators [KPIs].
  • Research the use of electronic tendering and trading and effective support for on-line training for university buyers as required. Effective utilisation of Quick Quote through Public Contract Scotland and Public Contract Scotland-Tender [PCST] where appropriate. To take responsibility where required for preparing benchmarking data and preparing other statistical returns as appropriate.
  • To cover for and or support other members of the Procurement team and deputise for the Director of Deputy of Procurement, as required.
  • To contribute to the enhancement of the University's international profile in line with the University's Strategy 2020-2025: World Changers Together.
  • Positively contribute to support the University maintaining or enhancing the CIPS Procurement Excellence Award.

Knowledge and qualifications

Essential 

  • Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and management skills in a similar or number of different specialist roles. Or Scottish Credit and Qualification Framework level 9,10 or 11 \[Ordinary Honours Degree, Post Graduate Qualification\], or equivalent, including being professionally qualified in relevant discipline, with a broad range of professional experience in a management roles.  
  • High degree of knowledge of procurement rules within Higher Education or a comparable complex sector.  
  • Detailed knowledge of EC Directives together with other statutory requirements placed on public sector bodies. 

Desirable 

  • Member of Chartered Institute of Purchasing and Supply, \[MCIPS\] qualified or working towards it.  
  • High degree of knowledge of public sector procurement rules.  
  • Knowledge of the Freedom of Information \[Scotland\] Act. 

Skills

Essential 

  • Must have a breadth and depth of implementing procurement in an ERP project.  
  • Skills in the use of Microsoft packages such as Excel, Word, PowerPoint and accounting software packages.  
  • Good communication and well-developed influencing skills.  
  • Ability to prioritise and manage workload to meet tight deadlines.  
  • Good analytical and problem-solving skills.  
  • Ability to work to tight deadlines with effective project management.  
  • Leadership and motivational skills in formal and informal situations.  
  • Ability to evaluate complex tender responses and present and contribute towards the award recommendation.  
  • Well developed interpersonal and relationship building skills. 

Experience

Essential 

  • Extensive broad professional management experience in a similar or related role working in a public sector \[or equivalent\] in a buying capacity at a senior procurement specialist level with qualifications above, or substantial vocational and relevant management experience demonstrating management ability and knowledge working in a public sector \[or equivalent\] in a buying capacity at a senior procurement specialist.  
  • Significant practical experience of using computerised finance and other business systems.

Our Vision 

Over the next 10 years, the major investment will expand our campus footprint by 25%, creating a new urban quarter with the University at the heart of a revitalised west end. This is the largest development since the creation of the original campus in 1870.

  • New public cycle and pedestrian routes and a new central square which will link Byres Road to the up-and-coming cultural quarter for the West End, with new links to Kelvingrove and the newly-refurbished Kelvin Hall
  • Refurbishment of five listed buildings: The Chapel, the Outpatients building, the Macgregor building, the Tennent Institute and Anderson College
  • Commercial opportunities, including a hotel, restaurant, bars and cafes
  • The state of the art Learning and Teaching Hub adjacent to the Boyd Orr building on University Avenue will be completed next year.

Salary will be Grade 8, £48,350 - £56,021 per annum.
